This position is a member of the Business Development Office and reports to the Business Development Officer.
Works closely with staff in developing business partnerships that support the mission and strategic initiatives of
the Agency. The incumbent will lead efforts that promote innovative service solutions that support the Public
Transportation Benefit Area and will develop the community and business partnerships that are necessary to achieve
successful projects and programs in the most cost-effective way possible. Through comprehensive market research,
survey data, business outreach efforts and other resources, leads successful demonstration projects. A key responsibility
of this position is to propose the tactics to acquire funding and in-kind services from organizations and businesses to
help fund projects that support their communities. This is a new position at Pierce Transit and as such, the successful
incumbent will need to develop protocols and procedures applicable to business development in a governmental
Identifies potential new markets and business opportunities with the goal of enhancing transportation services to and
from and in the Public Transportation Benefit Area. Prepares draft agreements, identifies initial terms and conditions
of partnerships and works with General Counsel in finalizing intergovernmental agreements and any other necessary
documents. Collaborates with other members of the team and the finance division to ensure alignment of proposed
projects with available budget. Seeks input from major stakeholders prior, during and at completion of demonstration
projects to build a compilation of best practices that can be replicated in the future. Documents such best practices.
Develops specifications, scope of services, equipment needs and other support work that is needed to ensure quick
and effective solutions are implemented by the agency. Assists in the identification and implementation of lean, rapid
design practices for the Agency and as they may apply to the projects planned or currently under way. Designs and
generates effective reporting tools with the assistance of data analytics to aid the Agency, Board of Commissioners, and
the public understand the financial advantages of proposed projects. Other duties as assigned.
Hiring Range: $72,848 – $88,547 annually Salary Range: $72,848 – $107,630 annually, paid on a bi-weekly basis
Required: Bachelor’s degree in Economic Development, Business and/or Public Administration, Marketing or
Public Relations and 5-10 years’ work experience in economic development or business environment. 3-5 years public
sector or working in close partnership with a public agency or, an equivalent combination of education and experience
necessary to perform the essential functions of the position. Special Requirements: Valid Washington State driver’s
Knowledge and Abilities:
Knowledge of: business and strategic planning, market research principles, financial and business management
and analysis; project management principles, new product or service development processes, preferably in the
transportation field; community or economic development; data analytics, statistics, or performance data analysis; lean
and rapid design practices that support an innovative, timely and cost effective response. Skill in: Decision making,
public relations, developing effective partnerships through collaboration and persuasion, and negotiation tactics. Time
management and analytical problem solving skills are a must. Superior communication and presentation skills. Conflict
management and resolution.
